Fix: Loading issues for BC27 feed

🐛 Bug Report

I'm having similar issues to #274 but with the BC27 feed, and I'm already using the EOS Feed proxy (https://feed.eos-solutions.app/27/Release/index.json).

When I try to load apps (either from Feeds -> Show Apps or from Docker Containers -> Apps -> Show -> Feed Apps), Gordon keeps loading and nothing useful appears in the log.

💻 Repro

The issue is not consistently reproducible, sometimes the feed will load and I will be able to install the apps I need, sometimes not. Restarting Gordon, BC service, the container or the PC doesn't change the situation.

🤔 Expected Behavior

The feed should be able to load consistently.

We've seen this in the past but were never really able to reproduce it. When someone faces the issue, at same time others can use the feed just fine. There seems to be some kind of throttling happing on Azure Artifacts side.

Please try the following.
Download the following diagnostics application: https://eospublictoolsstorage.blob.core.windows.net/installer/feeddiag.zip

This app performs a simple list and some download operations on the public feed and produces a debug log of what is happening. The output is written to %tmp%\feeddiag-log.txt. The next time this happens, please run this diagnostics tool and attach/send the log files.
