can't get fcc tower list 

Hello,
i am trying this software but when i download the tower / cell list the fccinfo-towers.csv file remains empty.
I don't believe the url "http://ge.fccinfo.com/googleEarthASR.php?LOOK=lat,lon,50915.07,0,60.7" works.
is there a similar API service?
