Checking that the status of readLocalResolvableAddress is 0 causes the test LL/DDI/SCN/BV-14-C to fail, since it returns 2.

Is the command readLocalResolvableAddress needed in order to pass the test?
The command is inherently racy, which might explain the difference is status code returned between the two controllers.
Maybe the solution here is to just change the test to not use this command.

Compared to the Link Layer BT Test Suite, rev. LL.TS.p17 (2020-01-07), ch. 4.2.3.11:
I don't think that the readLocalResolvableAddress is needed, and agree that it should be removed.
That is also a good time to update the test to be conform with the latest test-spec.
