AnimateIn Fix

Implement Issue #[342](https://github.com/X2CommunityCore/X2WOTCCommunityHighlander/pull/342) from X2WotCCommunityCore highlander, as `UIPanel::AnimateIn()` is still buggy when a `UIPanel` is a child of `UIScreen` as of the latest Chimera Squad patch, 5/20/20.
