`OverrideDamageRemovesReserveActionPoints` Event Listener has issues

Event Listeners with Event ID OverrideDamageRemovesReserveActionPoints cannot override the value in the XComLWTuple to prevent reserve action points from getting removed. Instead, we should use X2Effect_Persistent to dictate whether or not the reserve AP should be removed for individual units.

Note: #47 may be deprecated in favor of using X2Effect_Persistent.
