Modify X2Effect_Shredder via other means #72

Current X2Effect_Shredder has several caveats:

  1. It checks if the unit has the Shredder effect, and shreds for a static amount.
  2. Almost every ability that deals any sort of damage, which is a significant amount of abilities in the vanilla game, uses Shredder effect, making it very tedious to do and increases startup time just to replace the effect on every template.

Instead, I move that we use either an Event Listener+Tuple or a delegate system to allow mods to modify the shred damage value.
