Implement power cut-off

The keyboard halves should stop working when the battery-voltage drops below different voltage-thresholds. This should prevent deep discharge cycles for LI-ion and NIMH/NICD accumulators.
1 ADC pin is connected to VBAT+ on the PCB for this purpose.
