Incorrect extrusion amount when phase stepping enabled

If phase stepping is enabled in RRF 3.6.1 then axis movement appears to be correct, but extruder moves are too large, many times larger than when phase stepping is disabled on the extruder.

If the extruder microstepping is set to 1 then the behaviour is correct. Looks like the movement is being multiplied by the extruder microstepping.
