More actions and usability in getting tags error window

Now when getting tags by TOC, and if nothing found, you get simple error window, like here http://img39.imageshack.us/img39/2834/20120809083002.jpg For more usability must be added 3 options

1. Add TOC to MB
2. Get tag by titles
3. Get tag by MBID
4. Look in browser (like it done in Picard)
   Look at mockup http://img703.imageshack.us/img703/9843/20120809090535.jpg

Also similarity changes in error windows must be done for other methods of getting tags. This allows to make workflow.
