Users should be reportable for bad behavior / content.

Describe the solution you'd like A clear and concise description of what you want to happen.
When visiting a users profile I'd like to report him by clicking a button on his profile. This should open a report-model like on the blueprints to add a report to the system.

A report needs to reviewed by an admin and actions also need to be applied manually.
