FEATURE: Support importing mods from a local folder #1

Feature Request
We should support importing mods from a local folder. This would allow users to download mods from any source and import them directly.
If the download is from a known source (e.g. nexusmods), we should try to determine that from the downloaded filename so that we can track updates, etc.
If it's not from a known source, we should check for updates in the same folder from which we originally downloaded the file. If a new download for the same mod is available (detected by either a version in the filename itself, and/or the file's updated datetime)
