Create series and/or record group category page when it does not exist

Bot should create a category on Wikimedia Commons when it uploads an image with a series and/or record group that does not already have a category. e.g. https://commons.wikimedia.org/wiki/File:Exhibit_5,_A_Man_and_a_Girl_in_Front_of_A_Cabin_-_NARA_-_7829553.jpg

Need to determine the most efficient way to do this.
