Create Wikisource indexes for items

It is worth exploring a new feature to create (Index pages)[https://en.wikisource.org/wiki/Index:General_affidavit_of_Harriet_Tubman_(1898).djvu] for NARA uploads. Creating the pages and filling int he correct metadata should be straightforward, but we'd need to determine how the bot decides what gets an index (as we don't want to create them for untranscribable graphical documents).

Would this be something to create from the page on Commons? If so, I wonder if that's best enabled as a feature of the Commons. That is, something like a "create wikisource" button widget that could be enabled as a feature of the Commons. Then, whenever someone came across a document on commons needing a transcription, they just click the button.

Yes, I am somewhat curious whether anyone has already tried to do that more general task of automatically populating a Wikisource index from Commons metadata, but I haven't found anything before. We already have a "Transcribe" button in the template, but that just sends the user to the edit view for that page on Wikisource, where they can transcribe it and create an orphaned, index-less page, but that's not the best workflow; this could be part of that button. One thing we'd have to be careful about is that we use a custom template on Commons, so if we want it to be generally applicable, we'd have to make sure our template is compatible as well.
