Labels issue in labs section

**Describe the bug**
DSP only shows current user labels filter in the main labs page. 
It should show a complete list of labels. 
**To Reproduce**
Steps to reproduce the behavior:
1. Go to labs with a new user that has not created labels
2. Click on labels filter: user cannot filter by label for all the labs.   

**Expected behavior**
DSP should show a complete list of labels.
