@users search not working, and #hashtag search only works sometimes

from a user and confirmed by team, on Explore page the user search isn't working and hashtag search only works somtimes.

I can confirm this, the user search is neither working on the community instance, nor on my self-hosted test instance. I tried to look into it, but see no obvious bug as a newcomer to the codebase.
