User response not updating the scroll thingy

Basically what the title says, just want to confirm if the user response should bring the scroll to bottom instead of relying on the system response to.

How to create issue:

1. Make sure the chat area has already been populated with response from system and user that fills up the screen.
2. Type something in the textarea and press send button
3. The user response cannot be seen and then only after the system response appears it will display the latest response.
