Jungfrau rotation scans: Add check_topup_and_wait_if_necessary

During the last round of testing, the check_topup_and_wait_if_necessary function wasn't working properly for i24's jungfrau rotation scan plan. Annoyingly the logs were lost for this. During commissioning, we should re-add this function and make sure that it works

Acceptance Crteria

• Add check_topup_and_wait_if_necessary to JF rotation scan plan during commisisoning time and get working on beamline
• Merge a working version
