Handle debt

A player may end up with a debt during his turn, but should not be able to end his turn until this debt is resolved or the player resigns. In case of resignation, the player should either resign to bank or to another player, whomever is owed (not a choice). If resigning to another player, all houses and hotels are sold to bank.
