[BUG] Surfing towards the pink pokemon that gives Cut ability wrecks stuff in the game ?

My first run of the game (version 1.4) has seen absolutely no issue but on a second attempt (to play shiny and get the secret ending) I'm getting stuck on some strange bug when going to get the Cut ability, I cannot seem to get out of the water and the map seems to bug. I can get detected by a pokemon but then the sound gets stuck in a loop.
I'm very sorry for the out of focus video but one can still have a idea of what is going on (I play on real hardware, maybe that can help knowing what's happening ?) :

So at this point, I have the Arcanine and the Chinchou ability. And I can choose between going to Weavile who will lead me to Dragonair or the pink Pokemon to get the Cut ability (sorry I'm french and I have a hard time remembering the english names ahah, Lurantis ??). I don't think I did any sort of exploit that could subsequently break the game so I'm thinking of a bug.
Also I have tried fighting the Amonyte and the Kabuto berforehand, and the result is the same. I just did not do so in the video to make it shorter.
Also, I've tried with Maril, but the result is the same.

PS : Not related but if a translation project of the game in french could happen, I'd gladly help.
