find a way to cleanly reset fetchers

Right now, fetchers can end up in an unrecoverable state even though we are doing our best to reset them after they crashed unexpectedly.

Proposed solution:
Run each fetcher within its own iframe in the background page and do a window.location.href = window.location.href to force a full reload.
