health check timeout is too aggressive

Hi,

we've virtual machines with only one core and a couple of low traffic/computation containers. docker-dd-agent runs into a failed state once its health check takes longer than 3 seconds, which happens regularly: https://github.com/DataDog/docker-dd-agent/blob/master/Dockerfile#L51
