Create local sitemap for failed pages #7
Description
At the end of the snapshotting process, following the tidy up of accountability files, the outstanding accountability files should be converted to a new local sitemap file so that the snapshotting process can be easily rerun with just those outstanding files.
This will also help with flagging of rendering issues for further refinement of the process.
