Adding instructions to create matching resource groups in Azure.

The Service Connection in Azure DevOps specifies a resource group for the connection. If the name of the resource group doesn't match in the .yml file, then the resource group will not be created. The error in the Deploy stage, Deploy Infra shows this: ##[error]Failed to check the resource group status. Error: {"statusCode":403}. |
