github action warnings - node12 deprecated use node16 instead

On current versions of github actions the following warning is displayed when utilizing DanielTamkin/HasLabel@v1.0.4:

@DanielTamkin can you upgrade this to use node16 instead to resolve the deprecation warnings please? Pretty sure Dependabot/Renovate are able to maintain the repo if you configure it. Thanks.
