Add 1.3 test case for `CAPABILITIES` `SupportedAlgorithms`

DMTF/libspdm#2968 will add SupportedAlgorithms to libspdm. Once that is done then the Responder-Validator can use that to test SupportedAlgorithms as a new SPDM 1.3 test case.
