Describe the bug
Selecting an observation track opens an empty modal window.
To Reproduce
Display observation tracks using the observation window. Once the tracks are displayed click one to view the data. An empty modal window will pop up but no data is displayed.
Expected behavior
The window should be populated with the requests track plot data.
