Document publication process

@sdruskat I assume you have a plan for enabling publication under https://de-rse.org/positions/ and getting a DOI for the document etc. And the DOI should also go into the document. All this should be documented in the README.

Hi @nuest, yes, we have a plan, at least for the first position. Good call to put the PID into the document. I'll update the README accordingly along the way to publication, and will ping you if help is neede, thanks!
