Dockerfile lint HTML markup should be done in template

Currently, patternfly HTML knowledge is in dbs/lint.py but it should move to the web template.

The database model should store the line number, Dockerfile line content, level, message, description and URL for each dockerfile_lint message, and the web template should present it using HTML 'pre' tags and patternfly alerts.
