Convert OpenTelemetry ResourceBuilder to Cyclonedx Bom

I wish to build a definition of my resource running my software using OTEL libraries and then pass this definition to both my OTEL tracepovider and then generate a BOM using the same information.

This functionality should be released under a separate package CycloneDX.OpenTelemetry
