Prepare a dashboard view that consists OBS Link and Whitelist

Currently on the dashboard we have simply two links: whitelist and CTA for getting OBS link. In future, we will probably have a situation of curating many whitelists, therefore I thought to also change our interface a bit, so it's more scalable as seen in 4th picture.

OBS link will depend on whitelist so I would say it should be tied with it also in UI

I thought that perhaps we can by default add top-bar, if address of an user is the same as widget's.
I have also prepared flow for setting up AR, I'm not sure about few parts though and I'd like to have it discussed soon.
Still thinking about good way to tie whitelist with obs link and overall flow.
