Mapping Raw OIDs to Resolved OIDs

We should add a easily expandable and long-term method to resolve raw OIDS (1.3.6.1.2.1.1.3) to resolved OIDs (sysUpTime).

Some of these OID mappings are "standardized" across SNMP implementations while others are vendor-specific. We should support ways to add vendor OIDs from their MIBs.

My gut says we need to check by default in those Linux paths. It sounds like Windows doesn't have any default paths. Need to check this out. But then also, we should make a folder like MIBs/ that will be used for OID name resolution. Using this file, we'll begin compiling lists (careful of copyright/etc.?) of common SNMP vendor MIBs that are not within the default lists.
