Add a method to get all enchantments of an item including disabled/deactivated #924

Describe the feature
I was working on something for a server I manage and when I was wanting to get all the enchantments attached to an item I noticed that there's no method for getting explicitly all enchantments.
The existing methods of getting enchantments from an itemstack through EnchantmentBookSetttings does an isActivated check causing some information about enchantments to be lost.
