Feature Request: Add Placeholder %chatmanager_toggle_mentions% #108

Hi,
I would like to suggest adding a new placeholder: %chatmanager_toggle_mentions%.
This placeholder would return whether a player has mentions enabled or disabled. It would be especially useful for displaying the current status in GUIs, scoreboard, tab list, or other plugins that support PlaceholderAPI integration.
Example Use Case:
- Show in a settings menu whether mentions are currently turned on or off for the player.
- Help players quickly check their mention status without using a command.
