Bug - Adjust hover effect on breadcrumb links

Basic Issue Summary

There's no :hover effect on the links starting with "Professional Profiles | Skills" or on the professional profile icons.
Great job indicating links that open in a new window. I really like the :focus on the main navigation.

Steps to Reproduce

1. Navigate to any page of the site that has the navigation breadcrumb links.
2. Tab through the page, and observe the focus effect that occurs as each link gains tab focus.
3. Hover over links with the mouse.

Environment Used

• Browser: Any
• Any assistive technology involved (if applicable): N/A

Expected Behavior/Appearance

Links should gain a focus indicator when they are hovered over similar to the tab focus.

Actual Behavior/Appearance

• Links in the navigation breadcrumbs do not obtain any visible focus on hover.
• Was previously happening with all links, but it has been resolved to just the breadcrumb links experiencing the issue now.

I have been able to resolve the focus appearance on everything except the navigation breadcrumb links.
Still looking into this.
