Description
In light of a recent major commit, there will be a single team member allowed to make commits directly to a repository. All others need to fork the repository, make the changes, and create a pull request. The pull request will be managed by the team member in charge.
Members in the Owner team need to exercise caution for they have full access to all repositories. They are allowed to merge pull requests, but it is not recommended. They may not be up-to-date with what that repository needs and thus the merge may be harmful.
I understand forking, creating pull requests, and waiting for its approval is a more involved task than direct commits. This is a matter of security and collaboration: there are too many people with full write access to too many repositories.
