Suggestion: Add a command to ban/unban a user from using any of the mods

Something like !sabotageban toxic_viewer and !sabotageunban not_that_toxic_after_all, usable by moderators only.

That way, viewers who go overboard can have their sabotage rights taken away without affecting viewers that have impulse control, and without going so far as a timeout or ban.
