Layer groups and layer ordering

It is not possible to arrange the layers in a specific order in the Layer group menu. We want there to be a logic so we have control over the order of the layers in a dropdown in the Atlas. It was in alphabetic order by default, but we want it to appear in the order that the layers are listed (top to bottom) in the layer group list: https://www.resilienceatlas.org/admin/layer_groups.
