Require Phone Number not being enforced in 1PC #65
Description
TICKET SUMMARY
ISSUE: Although Require Phone Number is enabled in Checkout Setup, the field can be left blank during checkout, and an order is still created.

MVC RELEASE: 201501.a
1PC RELEASE: 201408a
EXAMPLE ORDER: 2015-09-37201
STEPS TO REPRODUCE: gogoods.com >> add any product to the cart >> proceed to checkout >> configure all fields except Phone Number.
Click Create Order.
RESULTS: And order is generated even though the required field was left blank.
NOTES: This configuration is found at the very bottom of the Setup >> Checkout Setup interface.
