Add Storybook

Acceptance Criteria:

• We can run Storybook locally using the storybook command.
• We can generate Storybook build using the build-storybook command.
• There are no stories created by Storybook during its initialization.
• Storybook contains a story for the Button component from the Chakra UI library. The story uses the controls addon to manipulate the Button's content and size.
