Return cached case data when available and the court portal is unavailable

When the court portal is down, we show a 'failed' result for any search, even when data for that case are available in DynamoDB.

Rather than verifying authentication first and failing outright if it can't be completed, return whatever results are available to us from the database without hitting the court portal.
