Library metadata sync in local dev

Pre-req to spinning up testing environments based on local dev setup.

Library metadata needs to be able to sync from local api (in addition to prod).

Plan:

1. pre-req: get library-api metadata sync and connection to work in dev (local only), and by default
2. experiment with creating devbox/devcontainer environments ad-hoc for each PR. (Ad-hoc testing environments #261 )
   • Github Codespaces?
   • Devpod + Gcloud VM?

I took a first pass at getting the library metadata sync to work. It works, but I want to cleanup.

Will do that this weekend and then hopefully make progress on actually getting a test environment setup with codespaces/devpod/whatever.
