マージし、data.json コンバートしたのですがステージングサイトに反映されないまま止まってしまってます

Steps

1. PR Commit 8232f3c
   • data_builder finished create a new Commit 98c075c
   • github action: staging deploy ran, deploy the code only in Commit 8232f3c
2. PR Commit 98c075c
   • doesn't trigger github action: staging deploy

Result of incomplete deployment

• hontou.png, ritou.png were deployed 8232f3c
• converted data.json in 98c075c was not deployed
