Add a container repo resources #8
Description
This issue aws/aws-cdk#31549 adds friction to osx development.
Using a mutable ECR repository should get around the issue.
This will require the Batch constructs to support an image name/tag, and/or perform a local build and push to the ECR resource for the correct platform.
Alternately an Image Resource could be created that performs the build and repo push.
