/sdcard/blend/url.conf can not been found.

Hi, I use samsung note 3 when debugging, there is no '/sdcard/blend/url.conf' directory and file when I finished install blendui.apk.  So when run ' adb shell "echo "http://192.168.0.100/index.html" > /sdcard/blend/url.conf" ', it report error.  

Then where is url.conf I can find in the cellphone?  Or what can I do to proceed debugging?
