[FEATURE] Resource category carousel on homepage

Describe your suggested improvement
On the homepage, it would be nice to have a carousel of categories/topics that users can choose as a quick way to go to the resources section with a pre-defined filter set.

The design of the cards on the carousel is open for discussion. When clicking on a card, it will have the link required to populate the filter set in the resources page.

Describe the benefit
It would allow us to promote popular/useful categories easily, and reduce the friction to using the resource filter (i.e., users click the card, taking them to the resource page with the preset filter for them to poke around with).
