Fullscreen mode prints wrong info

Bug description: When you set CF to fullscreen mode, it prints 'Failed to set fullscreen mode.'.
Classic Fortress build: R4554-87D421D
Steps to reproduce:

1. Go to options menu > [video] > set Fullscreen mode to ON > apply changes > Confirm changes > Bring down the console. (In this scenario you will also see an: askmode: off message - though it is on)

2. {When already in fullscreen mode} > Initiate a vid_restart from the console > See the incorrect 'Failed to set fullscreen mode.' message. Happens after every vid_restart.
