add cvar for sbar positioning

moving sbar clientside is possible
though it is automatically calculated by client
you should make a client issue
asking for a cvar for that
if cf_sbaroffset != 0

i could make it so
cf_sbaroffset 1
puts it 1 extra row above the client sbar (not tf sbar)
