Update Search Bar Component / Layout

Update search bar component to include...

1. Filters (i.e. radio buttons or dropdown list)
2. Helper text that exists above Search bar and/or ...
3. Bulleted list of search examples / criteria

This is in reference to the Search input for Assessing and other components and forms that use a similar layout.

Hi Phil, This was in response to our meeting the other day (you, me, and Caroline) where we reviewed the search UI/Design for Assessing Online. We mentioned a few ideas, but thought we all agreed that it would best to get a design file (AdobeXD) from Caroline, that could be added to ZeroHeight (then eventually Fleet for HTML/CSS for markup).
