periodic failures when installing rosetta

What happened:

The command macos/install-rosetta periodically fails to install rosetta.

The job failed to install rosetta with the error:

By using the agreetolicense option, you are agreeing that you have run this tool with the license only option and have read and agreed to the terms.
If you do not agree, press CTRL-C and cancel this process immediately.
Rosetta 2 update is not available

Exited with code exit status 1

On other runs it will succeed, not clear on failure conditions.

Expected behavior:

Rosetta should install without issues.

Do you know if the error is always Rosetta 2 update is not available or if there are other different messages when it fails?
