Per this thread, I think that the current NuGet package of Simple.Data.PostgreSql (0.17.0.0) should have an additional dependency on Npgsql with the version set to 2.0.11 to 2.2.7.

Am the maintainer of Npgsql. As @mattklein999 mentioned above, Npgsql 3.x involves some breakage and you should use nuget versioning to properly declare your dependency on Npgsql 2.x.

However, it would be good if you could also release a version that works properly against Npgsql 3.x
